John Birge Sawyer was a California native and graduate of the University of California, Berkeley. For the United States Bureau of Immigration and Naturalization, he was the Chinese Inspector at Portland, Oregon, vice consul at Hong Kong, Chinese and Immigrant Inspector at San Francisco, and vice consul at Shanghai.
